Harry Newkirk started Newkirk Engineering, Inc. in 2013. Graduating from Florida State University with a Bachelors in Civil Engineering in 1998, he has specialized in all aspects of engineering. His civil engineering career spans for over twenty years, with experience in airport pavement design, airport safety procedures, roadway design, land development, permitting, quality control and managing large projects under construction. Harry’s drive and passion to generate the utmost efficiency in the civil engineering field, drove him to develop the innovation that Newkirk Inc. encompasses.
Brad Bauknecht is a professional engineer who obtained his Bachelors in Civil Engineering from Embry-Riddle Aeronautical University in 2002, with a strong background in federally funded transportation projects. His construction and design experience he developed while working for District 5 at the FDOT allows him to be very effective on making decisions quickly and efficiently. During his decades of experience, Brad has led several projects and consistently delivered results that exceed client's expectations.
Tyler Malmborg has over a decade of experience performing civil engineering in Florida, with a focus in transportation. He graduated from The University of Florida in 2008 and is a Florida Registered Professional Engineer #75630. His experience with the FDOT criteria, comes not only through his experience in District 5 In-House Design, but from working as a Construction Project Administrator and Construction Project Manager for District 5. Tyler’s intelligent and original designs help support NEI's drive of innovation.
Lauren joined Newkirk Engineering in 2020. She received her degree in Landscape Architecture from the University of Florida. Ms. Adams has worked for firms in St. Lucie County (Fort Pierce) and Palm Beach County (Jupiter) and a multidisciplinary firm in Volusia County (Ormond Beach), as well as worked on public and private projects.
Justin Payne graduated with a B.S. in Business Administration from Bethune Cookman College and has worked for Newkirk Engineering, Inc since 2019. He manages our general ledger activity, bank reconciliations, accounts payable and receivables, tax preparation, payroll, and audit procedures.
Holly Stenfors started at NEI in May, 2021. She brings with her a certificate in Business obtained in 2011 from Butler Community College and a decade of experience in office operations, administration support, and management. As a native of Kansas, like a tornado, she fell out of the sky and landed in the Sunshine State in the summer of 2011. She is from a rural farm, with an address of Lost Springs: population 66. Her admiration for growth and learning is an asset to her supporting role with NEI.
Tino Van Horen started at NEI in 2019 and brought onboard two decades worth of office operations experience. As a native Belgian, he can converse in four languages and has worked for European, British, Japanese and American companies. Tino has experience in IT, database writing & administration, research and development, information management, manual writing and reporting, quality control and operations management. After two years as our Office Manager, he joined the CEI Group as an Assistant Contract Support Specialist and then moved into the Project Coordinator position while also taking on the responsibilities of being our IT Specialist.

Shamus Schroeder is an Engineering Intern with NEI. He has worked in land development, landscape design, design/drafting, and has assisted with project management. Prior to NEI, Mr. Schroeder served in the United States Marine Corps and received an Honorable Discharge after eight years of Active Duty Service. He graduated from Embry-Riddle Aeronautical University in 2018.
Cody Bogart has years of experience performing civil engineering in Florida. Since graduating from Embry-Riddle Aeronautical University in 2018, he has been working as an Engineering Intern at NEI. Cody has worked in land development, landscape design, drafting, and project management since joining NEI.
Nicholas Secor started working at Newkirk Engineering, Inc. in 2015, and was the second employee to join the NEI family. Nick is an extremely talented CAD Designer whose rapid design skills are an asset to the company. He has worked in land development and landscaping, on projects from small commercial to large apartment complexes. Nick graduated from Mainland High School in 2012 and earned his AA at Daytona State College.
Dave Brown started at Newkirk Engineering, Inc. in 2013, and was our very first employee. Graduating from Daytona Beach Community College in 1998, he has specialized in all aspects of Civil Engineering drafting. Dave has worked in land development, landscape design, roadway design, and construction administration since 1995. He started out as a drafter and now is a Lead Designer at Newkirk Engineering working projects from small gas stations to major roadways. Dave has over two decades of experience in land development and roadway design.
Brad Voreis has years of experience as a CAD designer and engineering draftsman. Prior to NEI, Mr. Voreis served in the United States Air Force and received an Honorable Discharge after four years of Active Duty Service. He received his A.S. in Computer Aided Design and Drafting (Engineering) from Daytona State College.
Ms. Hazen graduated from the University of Central Florida with a Bachelor of Science in Civil Engineering. Madison graduated from Spruce Creek High School in 2016. She is a native to the Volusia County area and grew up watching her family build on the construction side of land development. She now gets to help design those site plans.
Brad Donley graduated from Florida State University in 2019 with a Bachelor of Science in Civil Engineering. He has experience in Site, Civil, Water, Wastewater, Transportation, and Construction Engineering Inspection (CEI). Prior to joining NEI, Brad worked with Dewberry Engineers and gained experience in both the private and public sector of Civil Engineering.
Christian joined NEI in 2021 as a CAD Design Intern. He earned his Associate of Science in Drafting and Design from Daytona State College. Michael Munier has years of experience performing civil engineering in Florida. Prior to NEI, Mr. Munier worked with Convex Engineering and was part of The I-4 Ultimate Project Team. He experienced large scale project coordination and FDOT design for one of the biggest P3 projects in the state of Florida. A capable resource for NEI’s Transportation Department, Mr. Munier has worked in transportation design, trail design, MOT design, and has assisted with project management. Mr. Munier has a B.S. in Civil Engineering from the University of Florida.
Amanda Malmborg is a management consultant with more than a decade of experience working with organizations to strategically optimize their business processes and products. She works with NEI on presentation and collateral development. After serving as a medic in the US Army, Amanda received a BA degree in Communications from Rollins College. She also holds multiple certifications in HTML coding, social media marketing, web design, inbound marketing, and content marketing.
Mr. Delli Bovi has a Master's in Civil Engineering from the University of South Florida. He is a professional engineer with over 8 years of experience in FDOT Construction and Maintenance coast-to-coast. He began his career as a PE Trainee with the FDOT, where he developed an understanding of their practices and policies. Upon earning his PE License, he was promoted to Operations Program Engineer where he worked with Asset Maintenance contracts, routine & special maintenance projects, and permitting. Soon afterward, he became an Operations Construction Engineer where he managed their construction work program alongside his team. He is now an asset to Newkirk Engineering as the CEI Director of our Tampa location.
Steve Ditommasso is originally from Bear, DE, where he attended St. Mark's High School and Delaware Technical & Community College. He joined the NEI family in 2022 and is currently working for Newkirk Engineering, Inc. as a Senior Inspector in our Tampa office. He brings over 35 years of construction experience to any project. He is proficient in utility construction inspection and all facets of highway construction as well as overall project management. His previous experience as a contractor has given him a more in depth understanding of the construction process from plan reviews to project completion.

Isis Lopez is a Contract Support Specialist. She received her Bachelor of Science in Business Administration from The University of Phoenix in 2013. Ms. Lopez has a background in construction, along with seven years of project management experience. She prepares and processes monthly and final pay estimates; ensures all calculations are correct and conform with contract requirements. Ms. Lopez is a tremendous asset to the CEI department.
Lizzbeth De Jesus joined NEI in 2023 as a CADD Drafter. She is currently studying for Civil Engineering at the University of Central Florida/Daytona Community College. Previously worked in the warehouse/inventory industry for 8 years, where she developed a love for engineering when having to review complex electrical circuit plans.
Jordan Gibson is an Inspector for NEI. He provides support to the CEI Project Administrator or Senior CEI Inspector in all aspects of daily roadway construction inspection by ensuring quality control and contractor compliance for roadway, structure and/or bridge construction projects of varying complexities. Jordan has a background in construction/maintenance, along with many years of management experience.
Andrew Carden joined NEI in 2018 as a Construction Engineering Inspector. He graduated from Deland High School in 2007. He then attended Florida State University studying Criminology and Sociology. He now spends his days verifying work performed by contractors of the Florida Department of Transportation to ensure construction is built to design standards and that all safety protocols are upheld.
Ian Bonk is a Construction Engineering Inspector working on projects for the FDOT. Ian graduated from Oliver Wolcott Technical High School in Torrington, Connecticut. He received his Bachelor of Science in Environmental Studies from Stetson University in 2020.
Wasim has an Associate of Science in Criminal Justice from Broward College. He joined the CEI team in 2022 and is currently working for Newkirk Engineering, Inc. as an Inspector. Mr. Khalid is a motivated and dependable individual who’s able to work with his team to support timely submission of documentation. Mr. Khalid has knowledge of field documentation, preparing daily reports, and tracking quantities.
Michael Arnold graduated from Deltona High School in 2004. He joined NEI in 2022 as a CEI Inspector who has worked on projects throughout Brevard, Volusia, and Seminole Counties. He comes from P&S Paving working on the paving crew as a level 2 QC tech. His responsibilities include all aspects of day-to-day Construction Documenting on state paving reports and cross slope sheets. Documenting on company QC daily reports. Documenting pictures and drawings with summaries. Preforming rolling straightedge process and documenting on the straightedge report. Communicating with VT’s on-site and in the lab also with the paving foreman and lead man.
Mr. Norfolk has an Associates in Science/Health Information Management from Daytona State College.
Don joined the CEI team in 2022 and is currently working for Newkirk Engineering, Inc as an Inspector. Mr. Norfolk is a team player, adaptive, and committed to completing project goals. Mr. Norfolk is familiar with FDOT specifications and Design standards. He is experienced with MOT compliance, field documentation, and tracking quantities.
Johnny Frazier is currently working for Newkirk Engineering as an Inspector. Mr. Frazier before joining NEI worked in property management. He
coordinated with several contractors to resurface parking lots, fencing, drainage, lighting, and overall
maintenance to all the facilities. The two years he spent working with the property management
company provided him a vast knowledge of on maintenance and construction with ADA compliance,
understanding drawings, communicating with the public and safety for future generations entering
and exiting the school grounds.
Jon Drummond attended Umatilla High School and joined the NEI team in 2023 as a CEI Inspector, working on projects throughout Volusia and Seminole County. Jon hails from the contractor’s side of Quality Control for Asphalt. His day-to-day responsibilities include all aspects of construction (including but not limited to) documenting quantities, inspecting, and communicating with all parties involved on a project. Jon is knowledgeable in aggregate base, asphalt installation, earthwork and grading operations, utility work, MOT set up, signage installation and striping. His knowledge, reliability, team first mentality and aptitude to communicate with his team and project personnel make Jon a great addition to Newkirk’s CEI department.
Jeffrey B. Rodriguez graduated from Massasoit Community College with an education in Business Management. He has over a decade of experience as an operator and foreman. Prior to joining Newkirk Engineering, Mr. Rodriguez served as a Senior Excavator Operator at P&S Paving for three years and three years as a MSE General Foreman for SGL.
Mr. Rodriguez is currently working for Newkirk Engineering as an Inspector overseeing construction activities on projects. He is responsible for quality assurance, daily inspections, roadway widening, signals, drill shafts, lighting, and utilities.
Justin Teall received his Radio/Television Broadcasting associate degree from Herkimer County Community College in Herkimer, NY. Mr. Teall is currently working for Newkirk Engineering as an Inspector. His work responsibilities include preparation of construction drawings, project coordination, site inspections, and verifying quantities. Mr. Teall is knowledgeable in FDOT specifications, procedures, and plans. He is also familiar with Microsoft office, PrC, Materials Acceptance and Certification (MAC), and One Stop Permitting (OSP). Mr. Teall before joining NEI worked in the labor field with a broad base of abilities ranging from mechanical inspection to customer service/retail skills.
Katie graduated from the University of Alabama (Tuscaloosa, AL) in 2018 with a Bachelor of Arts in Telecommunications and Film. She joined NEI in 2023 bringing 9 years of experience, where she was able to work on multiple state and federal projects with the Alabama Department of Transportation (ALDOT) and the Florida Department of Transportation (FDOT). She has a background in survey, working as an inspector, and as a Contract Support Specialist.

Mrs. Newkirk received her Bachelor of Science in Industrial Technology and Construction Management with a minor in Business Management from Appalachian State University in 2002. She has decades of experience in project management including commercial/residential construction and as a System Expansion Engineer at Florida Power and Light. She has experience in web design, marketing and event planning. Mr. & Mrs. Newkirk met in 2002 when Deanna was a Tampa Bay Buccaneers Cheerleader. They have one son, Dallas Von Newkirk.
